The following study is in five parts. In the first part, the different proposals and goals for education have been collected, systematized and harmonized. The second part describes the methodology used to calculate resources. The third part contains comprehensive diagnosis of education and conditioning factors which have served as a basis for calculating cost. The fourth part contains interventions which will make it possible to meet the existing goals. The fifth part explores sorne options for funding additional spending to achieve education goals from 2008 to 2021.
